As was the case in ODINAFRICA-III, the work plan of ODINAFRICA-IV is sub-divided in work packages. These are:

1. WP1: Planning, Coordination and Management
2. WP2: Strengthening of national marine data and information management capacity
3. WP3: Development of products
4. WP4: Dissemination and sharing of data, information, products and services
